Chinese, Japanese, and Korean language display support

I'm currently trying to search for Microsoft's official file that was required for Windows 95, 98, and ME in order to have any Asian language support. Microsoft had removed the file on their website, so does anyone know where copies are located?
Also, certain characters like hearts, checkmark's, stars, etc would be useful as well!
