Im trying to find a way to change the color of the name of the window. Default is black, and it can be hard to see at times.

Some examples:

Its tough to see "TSMApplication", and "ThisPC"

 

Is there a way to change the color of those texts to make it more eligible? This is also for windows 10.

Here Windows Theme with altered text on white  everything else is the same. Put files in C:\Windows\Resources\Themes

In Theme file just added these lines
 

[Control Panel\Colors]
TitleText=255 255 255
InactiveTitleText=255 255 255
