For that specific DLL you can simply copy the 98SE version to 95. As for others it depends... you'll have to be more specific.

Simply installing Visual C++ will update mfc42.dll. It also includes an updated COMCTL32.DLL and OLEAUT32.DLL which a lot of programs like Firefox want.

I'm not sure why the EXE has "deu" at the end, because the package actually includes the regular vcredist.exe and doesn't appear to be German.
