Autoattended Timezone

I made a Autoatended.xml for auto install windows 8.1. but after installing windows my timezone (Iran) is one hour ahead. what is the Problem?

I've always seen this happening. Have you verified the BIOS time is correct?

No, My bios time is not correct. I correct it and fixed the Problem. but why when bios time is not correct and installing windows 7 there is no any Problem?
