autounattend with access to winpe command prompt

i am wandering if there is a way to create a autounattend.xml file that only activates when i chose setup so that i can still access the repair tools from my bootable usb without automaticaly installing customised windows.

You can build a WinRE install by Customizing the WinRE Experience to allow the ability to launch a custom "tool" or installer.

Create a Windows PE cd/dvd/usb with the WIndows 7 setup files and don't add any commands to startnet.cmd, then you can run any commands you need and when you need to install windows run setup.exe form the windows 7 setup files.
