This is not a debatable issue.But schools, especially public schools, are no commercial. They are basically non-profit since it's the goverment. They make profit though taxes and then spend it all. So I'm still not sure how this makes it commercial. I've seen it in many places with the "personal, non-profit but no commercial" policy accept schools as well. But I'm assuming that doesn't make a difference either.
