Yes, the values are in HIVEDEF.INF.

Find HKCU,"Control Panel\Colors" and HKCU,"Control Panel\Desktop"

I have to admit also though that I do not understand exactly what you want

I have changed the boring Icons with the resource Hacker to my like, see the picture.

Except the folder Icons!!
