Is this normal or rigged?

I thought I would ask you guys this. I installed a 2nd hard drive into my shuttle desktop last week and something caught my eye. I wanted to ask if my shuttle pc should look like this:

This fan is running and appears to be glued to the side of the power supply (A) and there's a wire bundled in there that's up above it that's not plugged into anything (B). Is this normal and should that wire be plugged in somewhere?

Whether it is normal or not, who can say. I would say that I never like the idea of using a glue gun inside a computer, but then again I am also not fond of the form factor arrangement that Shuttle uses.

That wire on the top, looks (the picture is blurry) that it may be a 4pin that a floppy drive or some video cards use. If you do not have a floppy drive, that may be why it is not connected to anything.

Here is a picture of what I mean:

Sorry about the blurry pic. I was never good at taking pictures. As for the connector, It is a 4-pin. I didn't even think about that being a floppy drive since I haven't seen one in years.

I hate the artrangement too. Shuttle did not make it easy. I felt like I was playing tetris when I instaled my 2nd drive.

My main gripe with these chassis is that either you end up with passive cooling on the CPU, or the CPU fan actually touches the underside of the PSU or HDD caddy. I have one of the larger ones here that has 3 hard drives in it too and I don't like that one much better.
