Your Accaunt Picture:

C:\ProgramData\Microsoft\User Account Pictures\user.bmp

All Accaunt Pictures:

C:\ProgramData\Microsoft\User Account Pictures\Default Pictures

It's easy:USER ACCOUNTS and on the left side of the picture is an entry named CHANGE YOUR PICTURE.

START -> Run -> RunDll32.exe shell32.dll,Control_RunDLL nusrmgr.cpl
