So I chechked it myself and found it's quite easy task. Here's how I did it:The best way is to have access to a machine with already installed system without removed keyboard layouts. Open regedit and look for the desired language layout in:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layouts\00000425 is Estonian for example.Under key value 'Layout file' you'll find the dll file name you need to copy from system32 folder to the machine which is missing it. Ofcourse copy it to the same location (%WINDIR%\system32).Then just select the language, use the export feature and save the reg file and add it to the registry on the target machine.That's it. Now you have the missing layout ready to use. Hope this helps to someone.
