Serive Pack 3 - Is it really final? *confused*

I just wonder...

When I search the Microsoft website for service pack 3, I only get a download site for 'network installation package for IT specialists'. Last information I got was that sp3 is not final because of a minor patch that's still missing. However, the current package is said to be identical to the final, except for that patch.

Because I would like to slipstream sp3 into my installation cd and dump the old one. But I only do that if sp3 is really final. Anyone can help?
