for whatever it's worth. LCD monitors are actually liquid (Liquid Crystal Display) in part, so I guess the liquid part isn't equally smooth, so the other methods are mentioned?

FWIW again, it seems that most of these programs mentioned simply flash the screen red green and blue? I threw together a regular Win32 program which does that after I first read this thread. I got a couple of things I want to do with it, but if people are interested in trying it out, I can put up an alpha/beta/whatever copy of it.
