Do you use the hibernation feature? If not, disable it and try if it shutdown faster.

I opened it with my File Management tool. I showed my the file which are included. But without password I'm unable to extract the files.

what's so special about this? This is the Wave0 Download which only contains 5 languages (En, De, Es, Fr, Jpn). Wave1 contains all languages. This will be the same for Windows 7 Sp1.

How do I see which firmware I use and how old the drive is? Do you use any Power Saving features from the CPU? Try to change the power plan to "High Performance" and try again. Is it better now?

This only works afaik on regular Windows versions, not PE.

The files are not complete. Those 2 etl files will normally be merged to a shutdown_BASE+CSWITCH+DRIVERS+POWER_1.etl. Which hardware/software do you use?
