seems i found reason winpe default ScratchSpace is 32MB ,too small increase the space to 512m now apply success otherwise the ximage no any error message

still Hyper-V 32bit image is no problem 64bit image error use Dism apply the image is Ok

win8.1's Hyper-V install select the boot drive invaild

found a bug wimboot with one partition only put wimboot image in a path apply drive root path , but the point files are in the path
