It adds a registry entry saying that the Microsoft Removal Tool (MRT) has already been run so it won't show up on windows update anymore.

Do you run regtweaks for your cmdlines.txt? If so have you tried importing the following values at this key HKLM\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon during the install? That should cause the account you setup to login instead of administrator, never tried it myself though. DefaultUserName=YOURUSERNAME DefaultPassword=YOURPASSWORD AutoAdminLogon=1 AutoLogonCount=1 Autologin.reg

Try this and see if it helps. Open Control Panel Select Folder Options Click on the File Types tab Select the ZIP extension Click Advanced Check the box "Confirm open after download"

Add these values in the [GuiUnattended] portion of your winnt.sif. AutoLogon = Yes AutoLogonCount = 1

Since it is numbered 20 shouldn't it run after the cleanup, which I am assuming deletes the spybot install in the %systemdrive%\install folder.

Try using setuppro.exe instead of setup.exe.
