You can put the folder that placed the layout.dll into system PATH, and try again.

On XP, you can select "Tools-->Folder Options...", then select "View panel, there is a button "Apply to All Folders"

Don't know what you want. You can open a DOS prompt, and type "SET", then press enter to see all environment variables. Seems "USERNAME" for current login user.
