The purpose of the $OEM$ folder is to add files into the WINDOWS directory and any subdirectories. HFEXPERT takes care of this by providing support for it as well as allowing you to place files in Program Files. Documents and Settings is not yet supported, but probably will in the near future.

I'm using HFSLIP for Unattended with WINNT.SIF. Still using OEM folder structure for some drivers (have a few notebooks here).

Theoretically it should be possible to make an Unattended without WINNT.SIF (at least most settings).
