Ad banners on outbound emails

My MD has asked me to identify a software package that will allow us to append the banners we use on our website to our outbound emails. Does anyone know of such a system?

We'd need to be able to manage it in-house with minimal amount of time requried and we don't have a huge budget for this!

Any suggestions would be very gratefully accepted.

Couldn't you add a signature to the email client for all outbound messages and just put the HTML code for the graphic to display as liked from the website?
