Can WPI also be set to create local users and set permissions? If not is there some way to do it, like code based that can be implemented into the WPI config.js? I know 0 about java

WPI is a GUI frontend to allow easy install of applications or execution of scripts. If you want to create local users on Windows machines then you will need to find a VBScript or similar to do this and use WPI to launch the script.
