I'm finally migrating from 2000 Pro to XP. I received a copy of Windows XP Home (legal and not used). I'd like to upgrade it to XP Pro. Is there a low cost way to go from XP Home to XP Pro? Can one simply purchase a license/key and use a Home CD to install Pro via the PID? The India/South Africa CSRs I've reached by phone were not terribly helpful.

The Pro CD has several files that are different / not included in home edition. You need the CD, but legally the upgrade version is cheapest.
