QUALITY free gif animation/animator?

ugh, try not to focus on the image content but the quality of the image (no nudity just a female). it's something i found on myspace, but it's very clear, appears to have a lot of frames and is up to speed. it's basically my ideal image of a perfect .gif animation.

what program can you accomplish something like that?

also i have windvd7.. and use that to capture images, which works well (and i like windvd7), and it also has a video capture.. but its kinda crappy its only 15 seconds or less i think and it doesnt capture enough frames and isnt up to speed/fast enough for my liking

and the appropriate size.. i can never get anything that small unless i capture the image, then resize them in photoshop.. then use the horrible .gif animator that i have which i dont even want to talk about its so awful

I think there is a DirectShow GIF codec that can make animated GIFs from a video stream, and also playback animated GIFs... at least I had one but have removed it since because I didn't need it.
