It appears as though KB921883 has been replaced with KB924054. As such, 921883 returns a 404 when attempting to download.

Ironically, the KB article notes the following:

Hotfix replacement information

This hotfix does not replace any other hotfixes.

So I'm not quite sure what the problem is.

Upon further investigation, the KB in question has been updated, so the file changed. I corrected the UL and posted the update UL on the wud homepage.
