Lameskin.DLL in Win98Revolution

if you have used Win98 Revolution by Tihiy you might be know there is a feature called LameSkin, i've checked the file for implement that is only Lameskin.DLL and some images file created in C:\Windows\Resource folder.

i have playing a bit and think LameSkin can be implement in other version of Windows especially WinME/2k

my question :

1. is this dll need to register first in able to use? i mean use regserv32 ......... atleast can someone provide the sample command of regserv that can be use?

2. can we made this is opening by default without rpconfig.exe? (for implementing in other OS we dont need rpconfig.exe)
