Well actually , no it is not a public beta yet. This page shall just take you to the sign up page .

It is still a Invite - Only participation.

I guess they shall make it public once they finalise upon the UI and the layout , its been changed twice already!!!

i'm aware of all that but if people want to sign up, they should use this page! It returns you with an invite in less than a day!!! :w00t:
