Can a network - router or firewall block the data transfer ?

that means , within this network , viewing web page is allowed , however, data transfer - database connection (send out only) will be blocked..

is it possible ?

You'd have to block certain ports. It really depends on what browser you are using. In IE, go to internet options, click security, click the internet icon and click custom level. Scroll down until you see the downloads section and disable downloads.
