Problem with lower filters

ok here is my reg tweak file, for the life of me i cannot figure out what is causing the filter problem.

and i don't have nero set to auto install

This post does'nt make much sence, please rephrase your question.

ok heres what happens

i install windows fresh, on first boot the software auto installs itself via RunOncEx.cmd

(note: nero does not auto install)

after i reboot there are no cd drives until i remove the lower filter setting in the registy

i doubt that the problem is RunOncEx.cmd because there is no burning or DVD software being installed

so what could be wrong with my custom reg file
