Is WinXP/2k/2k3 etc are POSIX complaint Oses ?

Is that made them 2 hav an 'etc' folder like *nix s/ms ?

Simlar 2 *nix s/m /etc/hosts file in XP in %Systemroot%\System32\drivers\etc\hosts

or just a dir name and nothing 2 do with POSIX
