I want to install WinXP Home with access only to the Administrator and Guest accounts. I'll be doing fresh installs if that helps at all. Though everytime I've reformatted and setup I always have to make a User Profile during the OOBE sequence.

I would do that, 'cause I don't know any other way..

At the OOBE screen, you can just make a user called local and it should simply bypass that stage of installation. I'm pretty sure that's how it works...

Can I rename this after the complete setup without changing the outcome?

You can rename user 'local' but Profile directory will be always 'Local' (in D&S folder)

@PUnitBabyDaddy - I think that this will just bypass the user creation and leave you just with the Administrator account. You can then create new users from there as you normally would. I'm not sure if you can rename the administrator account in XP Home though.

@Sonic - entering "local" in OOBE should just bypass the user creation completely. What you end up with is just the Administrator and Guest accounts (i.e. the default accounts that exist on all installations).

I did enter local during the OOBE and this named the User Profile "Owner" which is fine because all I did was go into the user profile section and rename it to what I wanted. Now it shows up with my name in the Start Menu and Welcome Screen but its still "Owner" in the task manager. So all is good!
