Doc Symbiosis
About the regkey method I'm not quite sure, but you can chnage the ip-settings through command line using the "netsh interface ip" command.

Doc Symbiosis
I wanted to say, that I don't know a way to change TCP/IP settings through registry, but out of runonceex you could call use a batch, in which you use the netsh interface ip command, which is a command to configure the network settings. So what exactly do you want to do?
