Not running programs in order?

So I ran an install from my DVD last night and when I ran WPI it ran things in order, for the most part, but when it reached stepped 7 it executed the second command from step 10...

Basically it tried to register the file for MS Antispyware before trying to install the spyware software... What's up with that?
