Dunno what section this should go in, so here we go...

In some of my folders on my webserver, when I'm doing a directory listing (like www.mysite.com/images) to a folder that only has images, I find a file called "Thumbs.db"...What is this file and how can I get rid of it?

its a hidden file in every folder.

afaik, it keeps the folder settings in there, for example the View by icons/list/details/large etc so Windows Explorer can open your folder at the settings you specified.

Thumbs.db is a useless file if it's in a webserver images directory. It is simply used for a cache for your images so that when you open a folder in explorer you can see a mini thumbnail of the image. It doesn't store any vital information however.

Removing this is quite easy also, all ya need to do is go into any open folder and select TOOLS/Folder Options/View tab/ then turn off or rather click "Do not cache thumbnails". Then apply to all your folders as I did.
