If you changed your cdrom d drive to say x drive your puter probably wont find it when you go to use it. And if you were able to change c drive to r drive you would reboot into nothing land. I would'nt fool around with drive letters.

okay - in windows xp.....

press start, right click on my computer - click on Manage

under computer management - with subdirectory Storage, click on Disk Management

a split view should appear with your harddrives up top and your disk configuration beneath....

the configuration part displays your cdroms and harddrives - right click on the cdrom that you want to change and click on Change Drive Letter and Paths... - click on change, and select the letter you want

this cant be done with the root drive (ie.. C:) - but if you want to change the drive letter to something already picked by a secondary drive - change the secondary drive to z: and then change the cdrom to the letter that you wanted - then fix up the secondary drive... simple :)
