Is there a way to tell setup to use the classic look (windows 2000 style) without using nLite??

no, this regards the design of the startmenu

I think the entry

[SHELL]
DefaultStartPanelOff = Yes

only disables the new Win XP Start Menu and enables the old Win 9x one.
