in Outlook 2003, is there a registry option that disables/enables macros to be used, or does macro support have to be selected when installing the program?

I do not think it needs to be selected.

if there's a registry key for it, i'd like to create a .reg file for both enabling and disabling macro support to make it easier to do.

I don't know if there is a registry key tweak to turn macros on or off but you could explore Office .ADM template files or Group Policies to restrict macro creation and/or execution.
