I'm not sure that it is actually. But if you can it will be with the net.exe utility, i'm faily familiar with ipconfig.exe and I don't believe that can do it.

OKay peeps you asked i'll tell

To do this from a command line you can use a command called NETSH.EXE with the following syntax

netsh interface ip set address name="name of interface to bind ip data" static 192.168.200.100 255.255.255.0 192.168.200.1 1
