you can design sites like this with html the design is the same in asp, jsp, php only the code to make the function of the site is difference but the code for the design is the same.

Dreamweaver is not bad to design pages.

Pages that are generated by asp or php tend to be dynamic pages.

The script adds dynamic content to the page, perhaps from a database. Unless you are adding dynamic content then HTML is enough, but in anycase you can not beat dreamweaver for a good design tool.

I would just suggest using photoshop. And then turn all of that HTML into PHP. And then if your host supports My SQL Databases then make a .sql file and set it in there.
