It reports both the internal speed of the processor and details, such as which "package" it was built into - original 423 pin model or newer, more capable 478 pin P4. It's a way for consumers to confirm that they have a processor running at the speed they paid for. It also gives the definitions of the packages. OOI (OLGA on Interposer) = 423 pins. FCPGA2 (Flip Chip Pin Grid Array 2) = 478-pin version. This utility is also for Celeron, Pentium III, and Xeon models.

There are many utils that do this CPUID gives more info than the Intel util.
