problem is you are uisng or made a pathched version of windows xp which was suppoed to already activated. Geta real licence number or use windows xp oem version/msdn version.

I've heard this build has activation issues. Probably a file is mismatched. Make sure dpcdll.dll, licdll.dll, pidgen.dll, and others are all the same version. If not, copy them from the ServicePackFiles folder. Also delete wpa.dbl from safe mode. That should fix the issue, if not just reinstall windows.
