Where is notepad.exe version 4.10.0.1999 from?

I found this file in the Unofficial Windows 98SE SP3. It has a lower build number than the notepad.exe that is included with Windows ME (4.90.0.3000), but has later the features, such as Ctrl+A to select all, as well as other accelerators such as Ctrl+S to save.

Where I this version of notepad.exe from and why does it have more features than the one included with Windows ME?

I can start version 5.1.2600.5512 on my ME KernelEX system, but it is not usable yet here.
