They can't store anything bigger than a small Word document, they lose data whenever you walk past an Industrial Strength Magnet (happens more often than you would think), and CDs only cost 10p a pop. Heck, DVDs are now under £1.You have a non bootable CDRom, so you will need one then, also, if you use the likes of Partition magic, etc. they make recovery floppies incase you hose up your partition table, allowing you to restore it to the original configuration. But let's say something knocks out the Cd-rom Drive andyou need to Boot the PC Independent of the Hard Drive,for a Diagnostic routine what then.
