Google Earth, Windows 2000, and Cryptographic Libraries

So, I've discovered that Google Earth 5.2.1.1588 (and 6.2.2.6613 with UURollup installed) are no longer able to connect to the imagery servers on Windows 2000 SP4 and XP SP2.

However, these Google Earth versions still work on XP SP3. Does anyone know what cryptographic updates XP SP3 has but that 2000 SP4 and XP SP2 are missing? Is it possible to port to 2000 SP4?

I can not logon to Google with Google Earth 7.1.8 on Windows 2000 and Windows 7.
