TLS 1.1, TLS 1.2 and SHA-256 support for Windows 2000, 98 and ME IE6

I read a lot about users can not load Google in IE6 SP1 but it works in IE6 SP3. There is a way for IE6 SP1 to support SHA-256 or TLS 1.2.
I disable everything except TLS 1.0, but it does not work. I installed all IE6 updates for Windows 2000 but in 9x I could not since Windows Update v4 was removed in 2011.

There are unofficial updates for Windows 2000, but only in English and Japanese, I need that update for all languages, especially Spanish.
But it does not exist for Windows 98, ME and NT 4.0
