Title text offset on Windows 10?

I've noticed that whether or not I install the default theme on Windows 10 (which only appears to allow for the titlebar halo effect), the text in the title bar is offset (about one "button width") to the right from its normal location in most windows (e.g. Notepad).

 

Any idea why this happens and how it can be prevented?
