I ended up figuring it out.

All you have to do it click on an email, then right-click>create rule.....and bam!

Much easier then what I was trying to do.

It didnt import my rules because I just did a fresh install of my OS so it had the folders and emails saved, but no the rules.

I thought I was replying to my post about Outlook 2003 rules.

I must have hit post new topic instead of add reply.
