IE versions set by FDV's Fileset

I have a question about the IE.INF in FDV's fileset for Windows 2000. IE6 is given two versions:

- ie.ver.6.orig (6.0.2800.1106)

- ie.ver.6.patched (6.0.2900.5512)

That latter "patched" build number is actually that of IE6 SP2 (the build number for IE6 files provided by Windows XP SP3). It means that when I slipstream IE6, the IE build number shown throughout the registry is 6.0.2900.5512, and not the expected 6.0.2800.1106. At least one program I've tried to install in the past checked for 6.0.2800.1106 (the IE6 build you'd expect to find on Windows 2000) and, not finding it, concluded that IE6 was not installed.

So I assume that it's necessary for some reason to specify two versions like this (orig and patched). Could anyone explain why the XP SP3 build number is used (I mean, assuming it's necessary)? Could the orig version be set to IE6 SP0 (6.0.2600.0) and the patched version to IE SP1 (6.0.2800.1106) instead? Would this harm or break something in the slipstream process?
