Windows Color Transparency problem- Win 7

Above image is very familiar and nice option in win 7 for choosing color. When we click on Personalize>Windows Color it appears.

But some time we see the dialogue screenshot below. I don't like it at all. I want transparency options like above screenshot. How can I get this option? My "Enable transparent glass" Option is enable.

Well that panel is for legacy color changes. If you do not use the classic view you can ignore it.
