can't connect bluetooth headset

I am trying to connect a Bluetooth headset to my Windows 7 pc. I would like to use the headset to talk with My Magicjack phone. Everything seems to have gone OK installing it but it won't connect. Windows does not see the headset. The only problem I can find is it says that in the Network Map that the adapter is not connected. I can't find any way of connecting it. Any suggestions?

Is Bluetooth enabled? What kind of PC do you have, a notebook? Does the bluetooth devices appear in Device Manager?
