Resizing bmp/jpg

I need some help resizing bitmaps to values

I don't know of any programs because I never done this.

I got a couple of jpg file I would like to do but don't wanna lose any functions.

width 256 pixels

height 192 pixels

horizontal resolution 71 dpi

vertical resolution 71 dpi

bit depth 8 and 16

frame count 1

the file size needs to be 49.0 kb and 96.0 kb.

A bit late... but...

IrfanView 4.20 and up (current is 4.30) has that file size option for saving JPGs (only). Also usable with its "Batch Conversion" menu.

I guess you can't manage all image settings+file size for BMPs as they are not compressed.

You could also try imagemagick (that can almost do anything you can think of) from command line (useful for scheduled tasks).
