Problem with USB MultiBoot

I am having problem with creating an USB XP i have usb sony 16 GB i traid all way but with out luck

error when i start USE the P command or H command as the follow

error during te format

formatE Error [11]:an error occured formatting the drive

You need to use HP USB format tool and FAT32 / NTFS (preferably for speed) on such large drives. Have you tried?
