offline is not possible only for OEM versions on OEM Hardware!

This is correct, you need to have the ability of using an OA2 setup. And this ability is not limited simply to the installation media, there is other concerns.

If you are a Microsoft Partner, you should be able to get further information from your account rep. You would need access to the OEM channel, or MS Connect/OCE.
